When the hardware handles the power button, i.e. the so-called southbridge chip of the motherboard chipset, normally a shutdown is initiated after pressing the power button for 4 seconds.
Nonetheless, many BIOSes have settings for the behavior of the power button, where it is possible to disable its use for initiating a shutdown.
In that case, the operating system can monitor the power button and see when it is pressed. The OS can implement then any desired behavior, so the behavior described for Windows is what the operating system does when it handles the power button itself.
When the hardware shutdown by power button is enabled, the Windows timeouts will never be reached.
